Backstory

The Vescari never ran crews. They ran paper: union stamps, warehouse bonds, the notes that turn a shipment into a legal ghost. After the last street war, three families agreed to keep one set of books. Nero holds them. He did not ask for a chair. He became the chair by being the only man who could still open the docks on a Monday.
